When I first start it up, and for about the first 5 minutes until it get up to normal temp, the A/C blows cold air even if parked. However once it comes up to temp, the A/C compress doesn't kick in and the air coming out of the vents is warm.Fuse 20 is a 7.5 amp fuse.
