I remember for some of the "craft x " journey steps, you don't have to craft it. You just have to pick it up. So if you already have one or find it on an enemy, you just have to transfer it to your inventory. It seems to trigger as soon as you wear the mask during a sand storm, even if you wear it just for a second and only in the storm for a second. Use your sandstorm mask next time. That worked for me.
