If you mean legendary effects: Bloodied if low health, Anti Armor for low or high, Vampires is also excellent on it. 50crit if you're a madman using it in VATS, 25FFR free aim or vats, 25aim is decent as well but not as good as ffr. 25vats in vats, 15% faster reload or 50% break slower if not.

Enclave flamer and beta wave tuners are worth something (Berkeley Springs Station and Watoga's Station and Mall, sometimes Welch Station). There's varying degrees of value on those with aligned being the optimal flamer mod. PA Calibrated Shocks, Lamps and Emergency Protocol mods are worth keeping hold of to use or sell.The Enclave rifle, if used as a flamer, has less range (practically a mele weapon) and more damage. I don't think it's worth the grind of finding the Enclave flamer mod, personally. I've been using a legendary plasma flamer since Wastelanders, and it melts enemies just fine, and I don't have to quite be in snuggle range. I just got one (aligned flamer barrel) from one of those vendors but it's a rare mod of course and you can server hop for hours on end trying to get it. I just checked and the rifleman perks increase the damage on a plasma rifle with the flamer mod. I suppose it might depend on what attachments you have on it. I changed the flamer attachment to automatic barrel and the automatic rifle perks increased it's damage. I didn't see any attachment for an automatic flamer mod.

Right now the best mods are standard nozzle and standard barrel. And napalmer, of course. The flamer is mostly fixed, just not the way most people expected. Those who remember Fallout 4 will know, the vaporization nozzle had a range of 40 and so it is now. Changing the barrel will not override this anymore.
