Official ark maps (the island, scorched earth and aberration) as far as i am aware have always been 120 max, it's only the unofficial ones that were adopted into being official(the center and ragnarok) that go to 150. Increase difficulty to 1 to get 120 max, click maximum difficulty to get to 150 max. There is a dino count slider, make sure it's at 1. Then dino wipe and that should get you higher levels and get everything to respawn. A way around this could be by making the mutation limit dependent on the dino, allowing tribes who want to too breed higher e.g. raptors can get 40 mutations while rexes are limited to 20 mutations. This would also balance creatures across the board as some species' can get to higher levels, allowing them to rival the apex creatures.
