Dueling sword is a perfectly fine weapon for a dex build, since it's an exotic there's not a ton of dueling swords in the game, but there's a few pretty good ones. For stats I'd go 9/19/14/16/10/8.

Kingmaker is balanced such that dodge AC is so much better than armor. That said, if you're going to use Valerie that way, make sure you get the Tower Shield Defense perk from the "Tower Shield Expert" class.
