Any signals that are over 4000m will NOT be the small gem deposits and can be ignored. Signals that appear closer should be flown closer to and investigated, once you get a gem marker, then switch to scanning mode in the ship and perform a scan on the rocks to see type of gem. (need to get pretty close in this version to scan).

Above the Power On option on the left (holding F to look), there is a option you can select called "enable systems" or something worded like that. The authenticator sometimes breaks on the site but works fine on the game. On the site, clear your cookies then make sure you set the login time. It might have been a server side issue or something specifically related to that zone prospector gather beam not working that specific piece of the perspective (mining head) not working. They are so many moving parts to try out one of my first checks are usually server based though especially with the new SSOCS put in.
