A very simple mod that I created to solve an often frustrating and sometimes hard to detect issue relating to lag, stuttering, and the in-game music player. If you have weird, periodical, or seemingly random lag and stuttering issues then please, TRY THIS MOD!
I mean you could try reducing number of mods and using performance mods. Likely what your experiencing is cpu induced late game lag. Since the stellaris graphics aren't that hard.
