Start the engine and let it idle for 10-15 minute. After 10-15 minutes of idling, drain the oil and replace it with new oil. Rotate the crankshaft (part#32) so that you can easily pull the governor arm out with pliers. You may have to tap the top governor arm with a bolt to loosen it, then yank it out with a pair of pliers. Note, the governor arm actually says "ARM" on it. 5.
