Lei Luo was quite broken at release too. I feel like the devs prefer to make something new OP instead of underpowered so people play it a lot and then give their feedback. That's true. New stuff tends to be overtuned so feedback is more easily delivered. It's also way easier to get a busted build than OP thinks it is.
