From there I have the option to hit download. When I do that, the file seems to start downloading, but then about halfway through Chrome just crashes.

Without Sexlab, Devious Devices makes little sense. If you want Sexlab Mods the Remaster is not what you should play. Devious Devices requires SKSE and Sexlab. SKSE64 is still in alpha (and buggy) and Sexlab hasn't been fully ported to SSE yet. It'll be a while yet before either of those are fully ported.
