Someone recorded a video with the same exact sound that I'm hearing. They never posted about whether they found what was wrong or not. However, I do agree that this likely isn't an alternator noise. Honda P/S pumps fail often, and many times make noise without causing heavy steering. He needs to turn the wheel back and forth without moving the car, and if that causes any significant variation in the noise, it's a pump.
