It allows you to change growing times to 24 hours, but you'll also need a grow light that stays on 24 hours as well. Most function like vanilla lights and turn off automatically.

As mentioned, planting in Rich Soil gives an extra 40% fertility (140 vs the 100% fertility provided by regular Soil), so using that for faster growing speeds is a good option.
