If you don't have one of the DLCs (Utopia?) fanatic purifiers civic isn't available and instead it's a personality given to any empire with prerequisite ethics. Since OP doesn't have whatever expansion/dlc is required for Fanatical Purifiers, it's just a personality generated for being fanatical Xenophobes and militarist.
