I ran a diff from this version (12 March 2023) to an old copy (24 August 2022): Mostly, they changed "Mini Mail Count" to "mini mail survey". They also added in March 25, 2023 as the effective date of RRECS. Other changes to specific questions:

Let's say your route is currently a 45K. After the mini-count, the new evaluation is a 48K. Your route stays 48K Oct-Mar. In January, 2023, the USPS cuts the route (to 43K volume)... it's going to affect your volume and scans for 3 months.
